Chihiro Enomoto is a freshman that just got to a new school called Rikkyoin High School. He lost his parents in a traffic accident when he was 10. Since then, he has been living only with his elder sister Shinobu. He is good at cooking and cleaning, and does all the housekeeping jobs. He fell in love with Tokino at first sight when he met her in the school library on the first day of school. Another girl named Ritsuko, a childhood friend of Chihiro and the chair of student council, falls in the love with the boy instantly after this long-awaited reunion. But she is not the only one who is in love with him. This is the story about a one-year campaign among the candidates for the next students government leaders, who are also chosen by the lot (kujibiki), in order to gain the position.

Palme is a puppet created by a man to care for his sickly wife. After her death Palme becomes paralyzed with sorrow, that is, until a woman being pursed happens to cross paths with Palme and his creator and ask them to deliver something precious to a sacred place called Tama. Palme, mistaking her for his masters late wife, accepts the request. This becomes his first step to becoming more human in order to understand his own feelings.

The journey begins when Professor Kaneda creates the ultimate soldier robot, Tetsujin, as a substitute for his son, Shotaro, whom he mistakenly believed died in a bomb raid on Tokyo during World War II. To prevent the army from using Tetsujin as a tool for destruction, the professor hides the robot on a remote island. Ten years after the war, Tetsujin is finally resurrected after 28 attempts made by the late Professor Kaneda's protege, Professor Shikishima. Meanwhile, Shotaro has grown up to become a genius boy detective and now joins forces with his beloved Tetsujin to wage a courageous battle against evil!

Japan, ten years after World War II. Boy detective Shoutarou solves mysteries and fights crime with the help of Tetsujin 28, the 50-foot tall giant robot left for him by his late genius father. But one day he’s shocked to learn that his father also adopted and raised another boy named Shoutarou, now a repatriated soldier. Just as surprising to our young hero is the fact that his “big brother” can also control Tetsujin, even better than he can. But with the emergence of this elder brother comes danger, as a mysterious assassin, Morning Moon, closes in on the boy for being unworthy of controlling the robot. Meanwhile, the capital faces destruction when multiple bombs are discovered, planted by the two Shoutarous’ father himself!
