In the year 2060, Tokyo's third Olympics is close at hand. While a secret project using robots moves forward, notice of a terrorist threat arrives. 28-year-old Takeru is an operator at the AI institute that protects the public via remote controlled robots. Takeru operates T-004, a humanoid robot that is so convincing, most can't tell that it's a robot. Takeru has long pined for his youthful first crush, Saki who is also the sister of his coworker Yōichirō. However, Saki encounters T-004 and finds herself growing attracted to the robot, who she believes is a man named "Tsubasa."

In the distant technological future, civilization has reached its ultimate Net-based form. An "infection" in the past caused the automated systems to spiral out of order, resulting in a multi-leveled city structure that replicates itself infinitely in all directions. The story centers on a girl named Kanna who loses her love of running after her mother passes away. Due to the workings of the gods, she heads to Izumo City. The anime's setting is Izumo City in Shimane Prefecture, and centers on Izumo Shrine and the Kamiari myth in the region. In the old Japanese calendar, the month of October is called "Kannazuki" ("the month of no gods"). But in Izumo, it is called "Kamiarizuki" ("the month of gods") due to a legend that the myriad gods of Japan gather at Izumo Shrine during October. Other anime such as Kamichu! also portray this traditional belief.

The films will follow The First Summer of Love phenomenon that occurred a decade before the first Eureka Seven series. The anime franchise thus far has hinted at, but never depicted in full, "the beginning of it all." The films will then have the same basic story as the first Eureka Seven series, but will have an original ending. It will have completely re-recorded lines, redone footage, and new scenes.

The anti-Federation government organization “Mafty,” led by someone called “Mafty Navue Erin," has taken a stand against the corruption of the Earth Sphere. The person who calls himself “Mafty” and leads this organization is Hathaway Noa, the son of Bright Noa, an officer of the Earth Federation Forces who once participated in the One Year War. In March 1992, Gainax had begun planning and production of an anime movie called Aoki Uru ("Blue Uru"), which was to be a sequel to Royal Space Force: The Wings of Honneamise set 50 years later, which, like Oritsu, would follow a group of fighter pilots.

Production would eventually cease in July 1993: a full-length anime movie was just beyond Gainax's financial ability; many of its core businesses were shutting down or producing minimal amounts of money.

At the 2013 Tokyo Anime Fair, Gainax announced that they are finally producing the Blue Uru film with Honneamise veterans Hiroyuki Yamaga as the director and screenwriter and Yoshiyuki Sadamoto as the character designer, but without Hideaki Anno's involvement in the project.
